Cagsi̊ Ji̊ Qi̊v (/cag/ /si̘/ [asteroid; comet] [great (excellent)]) is a subtropical Small City located in the Tmíhiy̼gelfàf Region of the Tetburland.
The name Cagsi̊ Ji̊ Qi̊v is derived from the Sylvin language, as Cagsi̊ Ji̊ Qi̊v was founded by Kobeal, who was culturaly Tauran.
Climate
Cagsi̊ Ji̊ Qi̊v has a yearly average temperature of 22°C (71°F), with its average temperature during the summer being a hot 33°C (91°F) and its average temperature during the winter being a cool 12°C (53°F). Cagsi̊ Ji̊ Qi̊v receives an average of 258 cm/y (101 in/y) of precipitation, most of which comes in the form of rain during the summer. Cagsi̊ Ji̊ Qi̊v covers an area of nearly 15 km2 (6 mi2), and an average elevation of 1366 m (4481 ft) above sea level.
Overview
Cagsi̊ Ji̊ Qi̊v was founded durring the late 13th century in summer of the year 1190, by Kobeal. The establishment of Cagsi̊ Ji̊ Qi̊v was only bairly constructed. The sheer number of problems with its founding were enough to make several of the backers funding Cagsi̊ Ji̊ Qi̊v's construction back out of the project. Kobeal pushed on reguardles, and Cagsi̊ Ji̊ Qi̊v was finished, but starts off as a terible place to live.
Cagsi̊ Ji̊ Qi̊v was built using the conventions of Tauran durring the late 13th century. Naturaly, all settlmentss have their own look to them, and Cagsi̊ Ji̊ Qi̊v is no diffrent. The city's buildings feature waddle and daub construction with good timber frames and a stone foundation protected by thatched or shingled rooves. Most buildings with second floors are built in such a way as to overhang into the streets on the upper floors for more space, as building size seems to be the primary indicator of wealth within the community. Most buildings are not decorated with any integral features, but instead use ivy, flowers, and other natural elements in planters of on trellices to breathe life into the structure they grow upon.
Cagsi̊ Ji̊ Qi̊v is is constructed arround a semi-circular narrow cobblestone mainstreet, with smaller strait roads linking the circiles to eachother at varrious points. The city is protected by a well-crafted cobblestone fence tall enough to provide adiquite cover for defenders to fire from, but no more than that. The city's frontieer-style defences are visibly old, but also obviously maintained semi-regularly. Its likly the local malishia or garrison are tasked with ocasional mantance of the citys defences.
Cagsi̊ Ji̊ Qi̊v has the unmistakable air of a city on its last legs. Everything is a bit slipshod and ramshackle. Everyone is at work, or drinking. No one has anything in their eyes other than fear and despair. Whatever industry once fueled Cagsi̊ Ji̊ Qi̊v ’s existence has dried up and the city is drifting down the stream of history as it dries up. The people are clearly worried about something, and everyone is either wearing a weapon or has one close at hand. Your gut tells you it’s not mere fate which has caused this town to begin failing...
Civic Infrastructure
Cagsi̊ Ji̊ Qi̊v has an animal control department which works to enforce local ordinances relating to the control, impoundment, and disposition of animals.
Cagsi̊ Ji̊ Qi̊v has an Office of Civil Groundskeeping, which works to enforce local ordinances relating to the construction and upkeep up of all plant life, water features, and other natural decorations within Cagsi̊ Ji̊ Qi̊v. They are also responsible for the maintenance of these features. Notably, the OCG is not responsible for Cagsi̊ Ji̊ Qi̊v's parks.
Cagsi̊ Ji̊ Qi̊v has an Office of Civil Vicary, which is responsible for providing a livelyhood for all officialy recognised religious figures within Cagsi̊ Ji̊ Qi̊v.
Cagsi̊ Ji̊ Qi̊v has a government-funded child care program, overseen by the local Department of Nursemaids, which is responsible for providing childcare to working-class citizens according to local ordinances.
Cagsi̊ Ji̊ Qi̊v has a Gravedigger's Guild, which is responsible for collecting the dead and laying them to rest according to all applicable laws and religious customs.
Cagsi̊ Ji̊ Qi̊v has a Guild of Nurses, which is tasked with caring for the elderly and infirm in accordance with local ordinances, religious values, and customs.
Cagsi̊ Ji̊ Qi̊v has a Highwayman's Guild, which is tasked with maintaining the roads and highways leading into town as well as keeping them safe for travelers.
Cagsi̊ Ji̊ Qi̊v has a monistary of an order of Civil Monks, who provide divine-related services to the general public and maintain Cagsi̊ Ji̊ Qi̊v's public wards, blessings, and other arcane systems.
Cagsi̊ Ji̊ Qi̊v possesses an older civil lighting system consisting of street lamps. These lights provide nighttime illumination to most city streets.
Cagsi̊ Ji̊ Qi̊v has a Parks and Recreation Department, which is responsible for the construction, management, and usage rights for all of its parks and parklands. They are not to be confused with the Office of Civil Groundskeeping as they do not hold authority over nor responsibility for Cagsi̊ Ji̊ Qi̊v's natural decorations nor waterways.
Cagsi̊ Ji̊ Qi̊v has a Guild of Roadworkers, who are responsible for maintaining the roadways and public paths within town. They also have the duty of enforcing all civil laws relating to the roadways.
Cagsi̊ Ji̊ Qi̊v has a public schooling program overseen by the Hall of Sages who has the responsibility of ensuring access to affordable high-quality education in all basic classes (Reading, Writing, Mathmatics, General Sciences, General Arcana, and Social Education) is made available to all citizens.
Cagsi̊ Ji̊ Qi̊v has a public septic system, which allows its citizens to have indoor bathrooms. The septic system is overseen by the League of Sewerkeepers, who posses the legal authority to enforce all laws relating to the septic system, and are also tasked with its maintenance and upkeep.
Cagsi̊ Ji̊ Qi̊v is home to a University which provides higher education in a variety of fields, and also serves as a research institute for those same fields.
Cultural Notes
Cagsi̊ Ji̊ Qi̊v's garrison was built using a different architectural style from the rest of the town. The style used has a sleek, linear appearance with stylized, often geometric ornamentation. The primary facade of its buildings often featured a series of set backs that create a stepped outline. Low-relief decorative panels can be found at entrances, around windows, along roof edges or as string courses. It was best known for its use of smooth finish building materials such as stucco, concrete block, glazed brick or mosaic tile. Decorative details can incorporate various artistic or exotic motifs to suit the building's function or the architect's whim. Chevrons, zigzags, and other geometrical motifs are common forms of ornament.
In Cagsi̊ Ji̊ Qi̊v rain occurs in reverse with water pooling up from the earth then falling into the skies to from clouds, this unsettles every visitor that sees it.
The Caterwaul near Cagsi̊ Ji̊ Qi̊v are known to be more aggressive than normal.
Cagsi̊ Ji̊ Qi̊v's citizens partake in a curious ritual relating to their local kami. It takes place in winter and involves square dance to channel Truename Magic energies of tier 2 via oratory performances.

History
In time immemorial, reportedly some time during the late 2nd century, Cagsi̊ Ji̊ Qi̊v was attacked by soldiers from another nation, waging a greater campaign. The details of the conflict are hazy at best due to many conflicting accounts. What is known is Cagsi̊ Ji̊ Qi̊v lost 279 people, 286 livestock, and 73 buildings. The conflict ended after roughly 145, when members of Cagsi̊ Ji̊ Qi̊v's militia enacted an operation to patrol a specific area to dissuade the enemy from their current activities. The operation was complicated by a trusted officer who turned traitor and defects. The conflict ended with an assault and siege on the prison, which ended in defeat for Cagsi̊ Ji̊ Qi̊v's forces. The war is remembered in legend by Cagsi̊ Ji̊ Qi̊v's bards, historians, and legend keepers.
